The santa costume and the regular santa hat are currently only obtainable through premium points (bought from the premium store).
The colored santa hat is obtainable from the voting store.

Where to buy a santa set
Voting store
The colored santa hat can be bought in the voting store. The Voting Store is a store run by Akrisae which trades a variety of both useful and cosmetic items in exchange of Vote Points.
Premium store
You can also buy the santa set from 'Daisies' the premium points store. You can obtain premium points through donating and getting vote streaks.

What is/does a colored santa hat?
A colored santa hat means that it's just like a regular santa hat (shape and size) but you can customize the color to your own liking.
How it works
How do I customize the color of my santa hat? You right click the santa hat & click on customize. A new window will open, here you can pick any color you like and press confirm. Congratulations, your santa hat has got a new color!
